Do news reporter look for weirdo's to put on camera?

Has anyone else noticed that the news reporters in the field always seem to find weirdo's to comment on the stories? Today I was watching a news story about underage drinking. It was stated that some youngsters steal liquor from their parents. No big shocker there. But they pan to this woman on the street for her opinion. She was appalled and horrified. She acted like she had never heard of such a thing.
