Can the democrats REALLY end the war right now?

I hear a lot of people saying, "the dems could have ended the Iraq war by now but they choose not to". Is this true? I know the democrats hold enough power to get a bill into the presidents office, but after he vetos it it seems as though we lack the numbers to overide his veto power. Can someone, in a civil, intelligent manner explain the reality of the situation.
